We have released free bootstrap template for Joomla 3.0 recently - JM-Lifestyle . The template works with EF3 framework - which icludes tons of useful configuration settings ( for example support for Google Analitics or Webmaster Tools)
EF3 framework is actually the plugin that works with the template so it must be installled in the standard way Extensions -> Extension Manager.
Please note that the template will not work correctly without EF3 framework.
